To determine the best we would need to hold some tournaments. As for a guess I would say Hmzah Twist, MasterKibbi, Syed Fahim, Tnmq and many more players are very good.

The leaderboards measure how many kills you've accumulated across all games, regardless of the game mode (e.g. TDM vs. DM) and regardless of who you earn the kill from (e.g. guests vs. registered players).

Kukkur's leaderboard standing comes from the fact that he never plays TDM or Custom games; he is often found in DM rooms attacking guests who are usually not fighting back. He has accumulated the most kills on a single account, and nobody can take that away from him yet (though HMZAH TWIST is steadily catching up to him), but he is not "strong" which the OP is asking about.
